About the Role

POSITION SUMMARY

The System Administration Supervisor is responsible for supporting day-to-day operations and security of the Information Technology and Operational Technology (IT/OT) industrial process control and business network infrastructure. Establishes strategies for maintaining and auditing Utilities network infrastructure to align with industry best practices, including compliance with the National Institute of Standards Technology (NIST) 800-82 standards. Ensures the protection and maximum up-time of Utilities’ IT/OT convergence in a network and storage environment.

The System Administration Supervisor is under general direction from the Deputy Director in the O&M Division of City Utilities. The Network Administration Supervisor coordinates with City of Englewood (COE) IT staff to ensure alignment with COE policies and standards and provides support to the EI&C team.

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities

  • Oversees the day-to-day operation of industrial process control networks, the Utilities business network, SAN and servers including hardware/software support, training and special projects.
  • Manage planning, designing and implementing upgrades and modifications to the local area network (LAN) and wide area network (WAN) systems and wireless networks.
  • Repair, maintain and troubleshoot all equipment including but not limited to network, server, and SAN hardware. Coordinates repair and re-configuration with vendors and other IT staff. Monitors local and wide area network traffic and performance using a variety of hardware and software to tune the network to maximize Maintains all hardware, software, line drops within City buildings and leased lines that comprise the City’s voice and data networks.
  • Maintains and administers the VSphere virtual environment for the Process Control and Enterprise networks. Coordinates the creation of new virtual machines with OT & IT staff.
  • Maintains and administers the industrial process network
  • Configures, maintains, and manages software and firmware updates of Utilities firewalls between the process control and business network environments.
  • Maintains and administers a variety of network communication devices for the city including switches, routers, firewalls, wireless access points and other communication Maintains and updates the inventory documents of all network devices and assists in maintaining and updating third party maintenance agreements related to network hardware and software.
  • Establishes network specifications by conferring with users, analyzing workflow, access, information, and security requirements.
  • Monitors operation and performance of Infrastructure systems. Stays current with developments and changes in the LAN/WAN network Assists in designs and upgrades, changes, new software and hardware for networks infrastructure.
  • Assesses, maintains, and continually monitors the environment for security Maintains a working and up-to-date knowledge of threat vectors and security best practices. Is responsible for the direct configuration, maintenance and auditing of the firewall/IPS/IDS systems.
  • Provides support and service to internal and external clients. Provides network support, analysis, troubleshooting, implementation, development, and enhancement of networking and security to IT and customers as Prepare user documentation for network applications. Scope, communicate and coordinate network projects with stakeholders. Work with IT and city departments and divisions to find network solutions to improve business efficiencies.
  • Maintains inventory and documentation of all Utilities servers, switches, routers, storage hardware, TV, CCTV as well as a maintaining a current document of all network topology at AWTP.
  • Assist in developing long-term strategies and capacity planning for meeting future desktop/server/SAN/Network hardware needs for the city’s operational needs.
  • May be assigned to Project Teams for leadership or technical support and participates in project
  • Buildout of softwares, e. Next Gen and Cartegraph, IMS
  • SCADA support and oversight of support on-calls
  • Functions as an IT liasion
  • Incorporate stormwater GIS and CCTV data into Cartegraph
  • Oversee and advise on network requirements during construction/remodel of work
  • Design and supervise cable path construction, repair, and
  • Hardware/Software Integration and Technical Support: Provides technical support, troubleshooting, and consultation for hardware, software, and AV; manages inventory; coordinates with COE IT staff and vendors on solutions; trains staff; installs, configures, maintains, and upgrades end-user hardware and software; and documents equipment issues and resolutions.
  • Systems Administration: Installs, configures, and maintains servers and other computer systems; monitors system performance and troubleshoots issues; manages user accounts, permissions, and access controls; implements and manages backup and recovery procedures; ensures system security through updates, patches, and security measures; develops and maintains system documentation; collaborates with Utilities and COE IT staff to ensure system efficiency; and plans and implements system enhancements and new technologies.
  • Program & Project Management: Supports organizational IT programs and projects to meet objectives and milestones, establish budgets, track expenditures, prepare reports and coordinates with vendors to ensure effective support to maintain system functions and effective operations.
  • Systems Analysis: Develops long-term strategies for future desktop hardware/software needs; provides systems management integration and complex troubleshooting; analyzes, diagnoses, and resolves IT problems; prepares documentation for installation, configuration, and disaster recovery; provides input on new technologies, ensuring systems are up-to-date and efficient.

Other Duties and Responsibilities

  • Provides backup support to system administration, application support and Help Desk staff.
  • This is a professional level position that will require routine and emergency work beyond standard business hours.

PREPARATION AND TRAINING

Education

  • Bachelor’s degree in Information Systems, Engineering, Computer Science or related field preferred

Work Experience

  • Three to five years’ experience with network administration, system administration, advanced desktop support or a combination of the three.
  • Experience in installation, configuration, troubleshooting and support of local and wide area networks, Cisco Call Manager, Unified Communications, firewalls, auditing, and configuration.

Certifications and/or Licensures

  • Certifications in one or more of the following required:
    • Network +, Security +, Microsoft, CCNA equivalent
  • Certifications in one or more of the following preferred:
    • Cisco CCNA or MCSA, Hirschmann Industrial Ethernet Specialist (HiES) or Hirschmann Industrial Network Professional (HiNP)

Required Driver’s License

  • Valid Colorado driver’s license and a clear or acceptable MVR

An equivalent combination of education, training and relevant job experience may be substituted.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge

Strong leadership skills needed to provide direction and feedback to staff. Advanced communication skills needed to prepare and deliver effective presentations including the ability to prepare and conduct meetings.
  • Ability to have written and verbal communication techniques for report writing, correspondence, providing customer service, giving presentations, directions, or feedback.
  • Strong analytical skills that involve analyzing data, breaking down problems, identifying relationships between issues and making complex plans.
  • Ability to plan, organize multiple tasks, setting deadlines, and preparing for future events. Knowledge of industry accepted security models, practices and technologies.

 

SALARY RANGE

$96,624 - $144,936/Annual Pay Rate
