Job DetailsJob Location: Indian Head Casino - Warm Springs, OR 97761Position Type: Full TimeSalary Range: $82,500.00 - $97,500.00Job Category: Information TechnologyWorking under the direction of the Director of IT, the IT Manager assists in the successful overall direction, administration, and coordination of all activities of the Information Technology Department in accordance with all established laws, regulations, policies, procedures, and Internal Controls of the Warm Springs Casino Enterprises (WSCE). The IT Manager provides superior technical and administrative support for computer systems, networks and operating systems as well as a variety of software applications, hardware and peripheral devices essential for the operations of WSCE.
The following include, but are not limited to essential functions of the position.
Working with the Director of IT, responsible for all IT functions and direct supervision of IT personnel.
Ensures that the IT department meets the business needs of the organization. Contributes to the definition and implementation of IT policies, procedures and best practices.
Maintains the function and performance of all computer systems, hardware, software, computer peripherals, telecommunications systems, and equipment, as well as any other computer-based and/or related area or item.
Develops network troubleshooting strategies to reduce downtime and decrease maintenance cots. Construct and implement plans ensuring WSCE’s network continues smooth operation in the event of emergency situations.
Establishes efficiency standards, providing improvement recommendations of the IT infrastructure.
Manages the creation and administration of network user accounts, ensures that user account information including rights, security and system groups are correctly supported and maintained, and ensures that all users receive appropriate technical support, training, and guidance.
Perform disaster recovery operations, protecting data, software and hardware from attacks. Replaces faulty network hardware components when necessary.
Ensures that all procedures are completed in accordance with Generally Accepted Accounting Principles (GAAP), general IT management practices, and organization and gaming procedures to safeguard organization assets.
Assists in negotiations contracts with vendors, suppliers and contractors ensuring terms of contract are met. Ensures work meets negotiated timelines and WSCE quality of work standards of excellence.
Ensure routine preventive maintenance is regular and timely without interference.
Works with Director of IT and leadership staff prioritizing IT projects. Schedules projects determining requirements in labor, materials and time.
Oversees completion of all scheduled projects, preventive maintenance and daily tasks. Ensures all work completed in accordance with established standards of excellence.
Monitors IT Help Desk process ensuring correct usage by other departments.
Performs desktop fixes, including installing or upgrading software, installing hardware, implementing files, backups, and configuring system applications. Coordinates third-party vendor assistance when necessary.
Follows and enforce established practices to ensure efficient and accurate operations which comply with all Federal and regulatory requirements.
Works with IT Director and stakeholders to define business and systems requirements for new technology implementations.
In coordination with IT staff, images and distributes PCs and notebooks to appropriate users. Configures and distributes mobile devices.
Contributes to formulation and implementation of departmental policies for the IT Department.
In conjunction with Director of IT ensures the protection of the physical and intellectual information technology assets of WSCE facilities.
Assists IT Director in preparing the budget for the IT Department and monitoring the department’s budgetary performance.
Manages the delivery and measurement of practices consistent with the company’s core service standards and brand attributes, reporting results to Director of IT.
Builds and maintains a work environment that promotes teamwork, performance feedback, recognition, mutual respect, and employee satisfaction.
Ensures that the IT Department complies with all Tribal, State, Federal, and NIGC regulations, as well as all company policies and procedures.
Maintains knowledge and competency of all existing hardware and software, providing assistance and problem-solving accurately and timely.
Supervises IT staff, including hiring, training, discipline, and evaluations. Direct and leads team members to ensure that the goals of the organization and the team members are being met.
Role models positive behaviors for all team members.
Schedules IT personnel, ensuring that there is adequate staffing to meet the level of business needs .
Performs other duties as assigned.

Minimum Qualifications

Bachelor’s Degree in Computer Science, Computer Information Systems or related field or four (4) years of increasingly responsible experience in Client/Server Architecture (two-tier and three-tier). Database Administration, Storage Administration, Virtualization Architecture, and/or other equivalent disciplines are required.
Two (2) years of management/supervisory experience.
Strong, hands-on technical experience in network and PC operating systems.
Proven experience with database security principles and general Information Technology management best practices.
Thorough understanding of microcomputer software/hardware, security, networks, administration, database systems, and telecommunication systems is required.
Working knowledge of the PC operation system, PC memory management, PC diagnostic tools, organizational software, and network operations.
Ability to implement, administer and troubleshoot network devices including WAPs, firewalls, routers, switches and controllers.
Requires skill with hand tools for the physical maintenance of computer equipment.
Exemplary management, organizational, interpersonal skills and attention to detail.
Strong analytical and problem-solving skills.
Must be highly motivated, goal oriented and willing and able to make informed decisions.
Experience with Virtualization and Active Directory Domains. Professional integrity and sense of responsibility and accountability. Ability to maintain strict confidentiality and handle sensitive information with discretion.
Strong interpersonal skills in dealing effectively with all business contacts required.
Work effectively with limited supervision.
Must present and maintain professional appearance and demeanor.
Knowledge of NIGC regulations and Federal, State and Tribal law pertaining to Tribal Gaming.
Must have flexible schedule to be able to work varied shifts including nights, weekends and holidays as business needs dictate.
Preferred Qualifications
Two (2) years of casino gaming systems experience.
Certification(s) and/or Licenses Required
Must maintain a valid Oregon driver’s license.
Must be 21 years of age or older.
Must submit to and pass a drug/alcohol screening test.
Must submit to and pass an Oregon State background investigation.

Normal Office – Job requires regular exposure to favorable conditions such as those found in a normal office. Position is sedentary with primarily sitting/lifting of maximum of 10 pounds.
