The Division of Technology Services is seeking a skilled Analytics Engineer to join Utah’s Customer Experience Team. You will own the data pipeline—moving data from experience management platforms (Qualtrics) and web analytics (GA4) into our Google Cloud environment. Beyond building dashboards, this role is about engineering the plumbing that enables a statewide digital ecosystem to understand and respond to resident needs in real time.


The State of Utah's Customer Experience (CX) program is transforming how government serves its residents. Mandated by Governor Cox, our initiative has successfully deployed hundreds of in-the-moment surveys and unified website analytics across every state agency to create powerful analytics and feedback datasets. With this strong foundation in place, we are building a robust data infrastructure to scale our insights, and we need a talented Data Engineer to architect and build it. You’ll work in the Customer Experience team, inside the Division of Technology Services. The State of Utah’s CX Team is a lean, multidisciplinary group of four specialists—including experts in experience strategy, data product management, and UX design—dedicated to transforming government services through human-centered design and data engineering. As a member of this team, you will play a critical role in managing the state’s Listening Engine, which captures feedback across hundreds of touchpoints, feeds customers to support channels, and compiles learnings into dashboards and data products for government decision-makers.

  • Information Technology Analyst II, $35.09 - $59.63 per hour

 

Key Responsibilities

Key responsibilities and day to day responsibilities of this position:

  • Data Pipeline Automation: Replace manual data exports with automated Python and SQL workflows. You will ensure data from Qualtrics and other SaaS platforms is cleaned, normalized, and integrated into our BigQuery warehouse.
  • System Integration & API Middleware: Act as the technical lead for cross-platform connectivity. You will build and maintain the API integrations and middleware that sync data between CRMs, ticketing systems, and our central data lake.
  • GA4 & GTM Technical Ownership: Lead the technical implementation of Google Analytics 4. You will manage Google Tag Manager (GTM) deployments and BigQuery exports to correlate web behavior with user satisfaction metrics.
  • Metric Modeling: Translate high-level organizational goals into technical logic. You will build the scoring models and data transformations that map qualitative feedback to standardized performance KPIs.
  • Agile Problem Solving: Focus on building lean, stable, and scalable solutions. You value time-to-insight and prioritize efficient scripts over over-engineered architecture.

Qualifications

Minimum or "day-one" qualifications:

  • Advanced SQL & Python: Expertise in writing complex queries and Python scripts for data manipulation, specifically handling JSON payloads and ETL/ELT processes.
  •  API Integration: Proven experience working with REST APIs, including authentication, handling rate limits, and managing pagination.
  • Web Analytics Stack: Deep technical proficiency in GA4 and GTM. You should be comfortable with data layers, custom dimensions, and trigger logic.
  • Cloud Data Warehousing: Hands-on experience with Google Cloud Platform (GCP), specifically BigQuery.

Preferred or trainable/on-the-job qualifications: 

  • Experience Management (XM) Tools: Technical experience with Qualtrics (Data Mapper, Webhooks, and API) to automate feedback loops.
  • BI & Data Visualization: Experience building automated, live-connection dashboards in Looker Studio or Power BI.
  • Cross-Functional Data Joining: Experience merging disparate datasets, such as joining Contact Center metrics (e.g., Salesforce, ServiceNow) with survey sentiment data.
  • Front-End Basics: Basic JavaScript proficiency for writing custom scripts within Google Tag Manager.
