Description of Work
This is an expected vacancy as of 5/1/2026The role encompasses a broad range of responsibilities aimed at fostering organizational success through effective staff development, architecture design guidance, project management, and technical leadership. The position is responsible for managing and developing employee skills to meet agency objectives, including creating individualized plans that align employee goals with their strengths, providing regular feedback, troubleshooting obstacles, and assisting in setting achievable timeframes. In addition, the role involves interviewing and evaluating job applicants, making final hiring decisions, determining appropriate salaries, and extending employment offers. The incumbent must possess a comprehensive understanding of software architecture design, providing informed guidance and overseeing the integration of network and development teams to deliver complete client solutions, while adhering to state architecture guidelines and participating in enterprise initiatives as needed. Project management duties include collaborating with the Department’s Project Manager to allocate resources and coordinate planning for large-scale installations or technology enhancements, evaluating budgetary needs, recommending priorities, and justifying requirements to upper management. The position also demands the ability to support shifting timelines, deliver presentations, resolve issues promptly, and monitor staff workflow. Technical leadership responsibilities include offering expertise in both technical and business matters to resolve application development and production issues, overseeing issue tracking to improve product quality, reviewing subordinate work for accuracy and efficiency, and demonstrating initiative in addressing unforeseen challenges related to projects. Additionally, this role is responsible for overseeing and managing the organization's Azure DevOps and GitHub environments, ensuring secure and efficient workflows, maintaining proper access controls, coordinating repository management, and supporting continuous integration and delivery processes to facilitate collaborative development and deployment activities across teams.

Recruitment Range: $91,600 - $160,299
- Effective Communication: Ability to communicate clearly, concisely, and respectfully in both written and verbal formats with a variety of audiences, including technical staff, management, and cross-functional teams. Skilled in delivering engaging and well-structured presentations.
- Business Analysis and Time Management: Proficient in analyzing and interpreting business rules and conveying complex concepts in an accessible manner. Demonstrates strong time management skills, with the ability to effectively plan, prioritize, and manage workloads.
- Leadership and Organizational Skills: Capable of delegating responsibilities, motivating team members, and utilizing strong planning and organizational abilities to manage projects and staff. Shows adaptability and flexibility in dynamic work environments.
- Collaboration and Multitasking: Able to work independently as well as collaboratively within the agency and with external partners. Exhibits professionalism and efficiency when handling multiple tasks simultaneously.
- Preferred: Prior programming experience utilizing SQL Server databases, Microsoft. Net technologies, reporting tools, GIT, and Azure DevOps.

Bachelor's degree in Computer Science or an IT related field or other related technical degree from an appropriately accredited institution and five years progressive experience including at least two years of experience in programming and applications analysis or related work; Associate degree in Computer Science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least two years of experience in programming and applications analysis or related work;or an equivalent combination of education and experience.EEO Statement
