Position Summary

We are seeking a hands-on, strategic IT Manager to lead the development and execution of our IT capabilities as OCNA continues to scale. This role will be responsible for establishing foundational IT infrastructure, implementing key enterprise systems (including SAP and MES), managing external vendors, and ensuring robust cybersecurity practices.

This role will serve as the primary IT leader for the Texas manufacturing site, supporting business operations, plant-floor technology, regulated systems, and site readiness in alignment with pharmaceutical manufacturing, cybersecurity, quality, and compliance expectations.

This is an individual contributor role initially, with a clear path to build and lead an IT team as the organization grows.

Essential Duties & Responsibilities

IT Infrastructure & Operations

  • Effectively utilizing Otsuka Group’s common IT and security services, and managing IT and security in accordance with Otsuka Global Policies
  • Design, implement, and maintain scalable IT infrastructure (network, servers, cloud environments, end-user systems)
  • Establish IT policies, procedures, and best practices to support business operations
  • Ensure high availability, performance, and reliability of IT systems
  • Lead IT readiness activities for manufacturing site, including network connectivity, wireless coverage, server rooms, end-user technology, printers, telecom, conference rooms, and plant-floor connectivity
  • Develop and maintain backup and disaster recovery for critical site systems to minimize operational downtime

Systems Implementation (SAP / MES)

  • Lead or support the implementation and integration of enterprise systems, including SAP and Manufacturing Execution Systems (MES)
  • Partner with business stakeholders to gather requirements and align IT solutions with operational needs
  • Oversee system configuration, testing, deployment, and ongoing optimization

Manufacturing Site IT & Compliance

  • Serve as the primary IT owner for the Texas manufacturing site, supporting both business and plant-floor technology needs
  • Partner with Manufacturing, Quality, Engineering, Automation, Supply Chain, and Finance to ensure IT systems support safe, compliant, and efficient operations
  • Support GxP-regulated systems and computerized system validation activities, including requirements gathering, testing, documentation, change control, and audit readiness
  • Coordinate IT/OT integration for plant-floor systems, manufacturing networks, equipment connectivity, MES integration, and related technologies
  • Support disaster recovery, backup, business continuity, and operational resiliency planning for critical manufacturing and enterprise systems

Vendor Management

  • Identify, select, and manage third-party IT vendors and service providers
  • Negotiate contracts, monitor performance, and ensure service level agreements (SLAs) are met
  • Coordinate external resources for project execution and ongoing support

Cybersecurity & Compliance

  • Develop and implement cybersecurity strategies, policies, and controls
  • Ensure protection of company data, systems, and networks from internal and external threats
  • Manage risk assessments, incident response, and compliance with relevant standards and regulations

Strategic Growth & Scalability

  • Build a scalable IT roadmap aligned with business growth plans
  • Identify opportunities for process improvements and technology enhancements
  • Prepare for future team expansion, including defining roles and organizational structure
  • Own IT budgeting, forecasting, procurement, license management, and capital planning for infrastructure, applications, and support services

Minimum Qualifications, Education & Experience

  • Bachelor’s degree in Information Technology, Computer Science, or related field
  • 5–8+ years of progressive IT experience, including infrastructure and systems implementation
  • Experience with SAP and/or MES implementations strongly preferred
  • Strong knowledge of IT infrastructure (networking, cloud platforms, servers, security)
  • Experience with enterprise systems integration and deployment
  • Familiarity with cybersecurity frameworks and best practices
  • Prior experience in a manufacturing or industrial environment is a plus
  • Ability to operate both strategically and tactically in a hands-on environment
  • Strong project management and organizational skills
  • Excellent communication and stakeholder management abilities
  • Proven ability to work independently in a fast-paced, evolving environment

Work Environment

  • This is largely a sedentary role. 
  • This job operates in a professional office environment and routinely uses standard office equipment.
