The Division of Technology Services (DTS) is looking for software developers who are quick learners and self-starters with good analytical skills to work in a team environment supporting Tax Commission applications. The applications supported are for Tax Processing, Property Tax, Motor Vehicle Title and Registration, and Motor Vehicle Enforcement. The major responsibilities of this position are to configure, maintain, upgrade, and enhance the current applications. This position will be filled by a qualified applicant with expert level development skills, who will be assigned as a lead developer and to supervise the analysis, design and implementation of maintenance and new development projects.


Consideration will be given to individuals that can demonstrate competency in object-oriented programming, web development, and relational databases. A degree is not necessary but preference may be given to candidates with a degree or equivalent training in Computer Science, Computer/Management Information Systems, Mathematics; or individuals with equivalent programming skills and experience. We may also consider graduates from other areas of study when supplemented with programming courses and experience.

Key Responsibilities

  • Lead or functionally supervise staff in one or more of the following:
    • Delegate work assignments
    • Monitor and Review quality of work
    • Provide technical assistance and/or training
  • Coordinate program activities, services, and/or program implementation with private providers, other governmental entities and program users
  • Act as a liaison between agency and other agencies, organizations and suppliers
  • Identify problems or potential problem areas and recommend solutions
  • Provide technical assistance on agency issues, services, and program(s)
  • Participate in the development requirement process
  • Provide software suggestions and recommendations
  • Test software using appropriate methodology and techniques

Qualifications

  • Software development work experience in one or more of the following:
    • SQL/T-SQL
    • .NET Framework
    • Object-oriented programming
    • Software testing methodologies and techniques
    • Applicable maintenance methods and techniques
  • Capable of coordinating activities or tasks with individuals, groups and/or organization(s)
  • Communicate with others in a manner which shows sensitivity, tact, and professionalism
  • Able to identify problems or potential problems and recommend solutions
  • Able to plan, organize and prioritize time and workload in order to accomplish tasks and meet deadlines
  • Able to speak and write clearly, concisely and effectively
  • Able to understand, information and ideas as presented verbally or in writing
  • Capable of making a decision or solving a problem by using logic to identify key facts, explore alternatives, and propose quality solutions

Preferred or trainable/on-the-job qualifications

  • Preference will be given to candidates with familiarity of existing USTC internal systems.
