This is an exempt position. Pay rates are based on education, skill, experience level and internal equity.
POSITION SUMMARY
The HR Departmental IT Manager is responsible for the functional ownership, configuration, optimization, and day-to-day support of the enterprise Human Capital Management systems (PeopleSoft, Cornerstone, HR Acuity, and ServiceNow). This role bridges the gap between HR strategy and technical execution, partnering with HR, Payroll, Finance, and IT leaders to deliver scalable solutions and ensure data integrity across the entire employee lifecycle.
The Departmental IT Manager oversees the planning, research, and analysis of systems development, technology integration, capacity planning, data administration, training, and technical support for Human Resources. This position is responsible for identifying goals and targets, drafting policies and procedures, providing oversight to implementation plans, serving as a liaison, taking ownership of a major business process, and ensuring collaboration.
ESSENTIAL FUNCTIONS
• Design, develop, code, test, debug, and/or customize information technology (IT) solutions for department-based solutions
• Apply best practices and advanced methodologies, including Agile techniques, to address and review system requirements, business processes, changing development and technology environments
• Responsible for providing day-to-day technical support to employees for a range of hardware and software-related system
• Respond to and diagnose problems through discussion with users, which includes trouble shooting, fault rectification and problem escalation
• Provide effective and timely resolution of users’ problems, queries, or complaints
• Assist in hardware and software evaluation and recommend upgrades or improvements to IT infrastructure
MINIMUM QUALIFICATIONS
Experience: Minimum six years of progressively responsible technical systems experience; including one year of supervisory experience or completion of an approved supervisory training program.
Education: Bachelor's degree in Information Technology or Computer Science
Combination of relevant education and relevant experience accepted: Yes
Licenses and Certifications
• Requires a valid North Carolina or South Carolina Driver's License
• Requires County Driving Privileges

• Lead end-to-end implementation and rollout of new HCM features, system upgrades, and yearly tax updates.
• Translate complex business requirements into efficient functional designs, testing scenarios, and streamlined HR workflows.

Cross-Functional Collaboration & Support:
• Act as the primary subject matter expert and tier-2/3 escalation point for system incidents and complex break-fix issues.
